If Coldain Ring #10 is able to be finished now, shouldn't Shawl #7 be available??

Does seem very fair to Caster/Priests when one item is restricted by the time line and another is not.
I don't really want to do ring #10 right now, just want to get the declaration. Finding Dain up is a PITA.
