dirk of the dain for decl of war? faction?

I searched some old threads, most were out dated, and any non p99 info was out of date. Do you still need ally faction to Dain(not coldain) to turn dirk in and get declaration of war? or is there a minimum faction that will work fine? I read in some threads people tried as warmly and it was eaten but I think that was during a bugged patch from months ago.

Just trying to figure out how I can go about turning in my dirk before I start getting back tormax faction and ruining Dain faction ie if I need to wait til higher faction(amiable atm) the coldain ring wiki doesn't have any info on faction required for turn in, but threads suggested it has a part to play. Don't want to lose it.
