Trueshot Longbow

I was looking up the Trueshot Longbow quest on the p99 wiki. It shows that the Trueshot Bow final combine has a trivial of 235. Does your fletching skill have to be 235 to have the best chance of the final combine succeeding or does the combine succeed automaticly? Thanks for any info.
