Game Mechanics: Sol Ro focus effects exactly the same as Staff of Elemental: x

I am guessing it became like manastones were if a mage didn't have a focus item they were seen as sub par. Sol-Ro was added later so there was a period in time were the staffs were the only thing in the game. It does seem stupid but I bet they had a lot of upset mages to appease.
