Default Why will GM's not reimburse failed MQ's?

The way the code stipulates on quests in the vast majority of all quests is simple: The NPC checks the make sure the target of which any given quest item is handed's faction, then holds said item until all items for said quest are turned in. The character who hands in the last item is handed the reward.

I do not understand why the GM's will not reimburse for failed MQ's in this manner. For Velious quest armor for a simple example, if you were to turn in the three gems with the proper faction then leave, barring that NPC did not despawn in some manner, the next person to turn in the armor quest requirement would automatically receive the reward. If someone else wants to purposely grief (or just screwed up the quest themselves) people who wanted to multi-quest, they could.

It literally takes minutes of time to reimburse properly. Thus far I've lose over 100K in failed MQ's myself due to potential griefing or just plain quest screw ups. This is more than unacceptable. We play this game to have fun, and on live, GM's would reimburse for this (I was a guide on Prexus, we did this, though the only proof I have is my claim).

I implore Sirken and the other GM's to reconsider this absolutist and unfair policy. MQing is simply a staple of this game, this server, and the way we play. Make it safe to MQ and not be griefed. This server holds elaborate rulesets that go well beyond the scope of the classic game to help alleviate grief-styles of play and to make the entire experience more acceptable. Don't make MQing an exception, please.
