Because a wipe would send most of the remaining pop packing and only fair weather players would start playing again and the end result would be an even deader server a year later.

Zekpvp is a wipe server; it died near the end of s1 (i think its been setup for s2 now?) A few more cycles of that and thay server will be dead.

What they should do is an enable a 1 time red>blue or blue>red xfer per account and toon has to be 60.

Pretty sure you'd lose a bunch of redders but a bunch of bluers would bounce outta that +/-8 hr bs they gotta put up with.
