Bracer of hammerfal quest bugged?

Was working on getting the bracer of the hammerfal tonight, cycled through 3 sentinel kale's before receiving the proper quest (Velium Retrieval) to deliver the letter and receive the shipment of ore.

Completed the quest 7 times, but received no reward. Is this quest currently bugged due to recent patches?
