Harm Touch

Ok so i know that they increased resist and mess with spells and such BUT is harm touch suppose to be resisted or was it always suppose to hit?[You must be logged in to view images. Log in or Register.] Why I am wondering is it got resisted and i almost died cause a 2nd mob attacked me killed with 1% hp.
