I tend to hit LOIO windmill area around 22 and skyrocket to about 30 (and then go to Sarnak fort) [You must be logged in to view images. Log in or Register.] The wiki ZEM page is wrong, don't trust it. LOIO is definitely not 75%.
Sol A is fun but tight. Might need to bring your own group to both there and Uguk. There are usually people there, though. Unrest can actually be taken to like...40 or something...but who seriously wants to be trapped in that smelly mansion for 20+ levels?
