Which class benefits most from Skyshrine pants?

Necro (https://wiki.project1999.com/Rotting_Trousers) and Mage (https://wiki.project1999.com/Prestid...r%27s_Trousers) pants have nearly the same stats and give a decent chunk of Hp and Mana and cast the 39 necro pet buff and 49 mage pet buff respectively.

Chanter pants give a little more mana and some charisma and cast Clarity on command. https://wiki.project1999.com/Illusionist%27s_Pantaloons

Wizzie pants cast a FR/CR buff. https://wiki.project1999.com/Icicle_Pantaloons
My wizard already has these - also fairly certain the Wizard's pants are not the best out of these four.

Is anyone able to confirm these all work from first level? Might weigh in favor of a lowbie chanter benefitting most from the pants pre-clarity.
