Has a second boxing server ever been proposed/considered?

I for one dont really have the time anymore to sink 2 hours into finding a good group in kunark, and then spending 6-8 hours to make that group worth it. I also like the challenge of playing multiple chars (without the use of MQ of course). Was a server with 2-3 chars per person ever proposed, considered or denied at any point?
