I need help. dwarf does not want to trade with me.

On the wiki, I noticed that OOT Dwarf Merchant Faction was Stormguard and killed 200 goblins of Butcherblock Mountain to trade with him.

But reputation does not rise from dubi.

I have also confirmed that the Storm Guard reputation goes up every time I kill the goblins. But I do not know why the faction does not increase.

Can you give me the answer?
