Hah. This spell is very class defining. It's hard for me to feel motivated to play my chanter when I feel the class is broken. And it's very frustrating that I ran and waited on boats to get to FV, it wasn't there so I went to OT. It's not there either, it took like 3 hours to do all that.

Well, I wouldn't go THAT far. Yes, it's a most welcome addition to the spell lineup. Charm is broken (apparently until lvl 39) and I think that's far more class defining than breeze. I agree that it sucks and should be out there and I am not telling you how to feel or what to think. Just remember that Enchanters are the masters of control. Clarity / Breeze is the icing.. I made the long haul to 29 on both live and here without breeze and it's so worth the climb. No for the clarity but for the great experiencing helping groups to pull off the impossible.
I do agree though that if, after reflection you still don't want to play your enchanter, then you should consider playing one of your other characters until this is resolved.
