Specialize skill level dependent...?

My caster reached level 20, and thus the specialization skill kicked in. I noticed that as it moves towards 50, it is not level dependent. But once one of the skills breaks 50, is the range from 51 to 200 then level dependent? That is, a level 20 character is (50 + 05), level 21 is (50 + 10), etc. or can max it out right away?

Also, what is the maximum skill amount? Some of the Wikipages state 200, enchanters (I believe) says 235, and searching for answers before posting had someone state 240.
