Menden, can you explain to the community, so no one else eats blanket suspensions, how one is supposed to be able to pvp vs bards in com without getting a suspension?

As Menden sees it, if anyone attacks a bard in Com during his swarm, you get suspended. Are they just immune to pvp? Please explain so no one else gets suspended for pvping. If this is the ruling, then just make it no pvp in CoM please. Thank you
