Sarnak Revenants not dropping "Foot of Candlestick"

Sarnak revenants in LOIO are supposed to drop "Foot of Candlestick" for necormancer skull cap quest, but they don't seem to. Or if they do, they are incredibly, super, ultra rare. We (fellow Iksar necros) are not aware of anyone having actually obtained this yet. It seems like everyone is stuck at this point in the quest.
