Game Mechanics: Backstab cooldown not fully reduced by worn haste until 26

I made a post about this elsewhere because I was confused why my 36% haste item was only reducing backstab cooldown by 1 second. Well as soon as I hit level 26 it's reducing it fully now.

I believe on live there is a worn haste cap of 10% until 25 or 26 which would explain what's happening. That cap was removed for autoattacks but the backstab cooldown is still mistakenly being capped.
