List fixes for mana stone

Add a requirement that the person on list has 10 mins to clear the PH (if possible) and make legacy items lore, soul bound, no trade until they are removed to stop people who already have one to getting another one since its impossible to corpse them being soul bound. Also kick the level requirement up to 40. Again, I find it off putting that im to be encouraged to help the first guy on the list because he's simply been there long enough. Whats the value in bringing your own group when you can force the rest of people on the list to do it all for ya?
