Normal Guild, "hey let's hold an open raid and everyone can roll on the loot."

Seal Team, "hey let's hold an open raid but only we get to keep the good loot, let's restrict these items from everyone rolling on them, but they can roll on these other items."

If you do an open raid, do an open raid, don't half ass it, lol...lame.
