That's what Naethyn keeps calling "kill one-concede one". Not terrible but sort of predicated on the concept of at least three guilds in the mix. In practice one would wonder if it just ended up being FRAG/Riot and ST/Kingdom just taking turns though.

Happened in Class R with Taken and BDA securing mostly uncontested slots on all Kunark dragons...forget the name of the 3rd smaller guild but they'd be competing with the others for that 3rd part.
