So looks like there is in fact 3 factions for the spawns at WC rings. After killing about 800 Orcs in Highpass, I was still kos to Shadow Treebright so he has to be Protectors of Pine. I can see that Sil and Ceel/Sei are on different factions and Sil matches SFG Druids and Ceel/Cei match Kithicor npcs factions. So I believe the following is what we have:
Shadow Treebright - Protectors of Pine Sil Silverstar - Jaggedpine Treefolk Ceel Moonwhisper - KithicorResidents Sei Sunjumper - KithicorResidents I still dont think fixing Protectors of Pine is easy but there are some options that have been pointed out (Ratskin Gloves or Poacher's Heads) so its doable with a lot of time
