Overthere faction changed somehow

Hi there. I've been XPing my Troll shaman in the Overthere on and off over the last few weeks. Killing Sarnak berserkers, roaming cactii and the occasional sabretooth and rhino. I have been able to bank / vendor in the outpost the whole time.
When logging on today they all con "scowls". Would it be possible to look in to this?
