Those "the game has hundreds/thousands of unsolved quests!!!" claims have been thoroughly debunked. Turned out such claims were counting quests that were either broken or never implemented at all and players had in fact found about everything that could be completed.

It's a little unfortunate because most of us, certainly myself, would prefer a game world with some mystery and enigma, but game communities are very good at digging through their games and finding what can be found.
