Yes this is essentially true. People say they understand how much money influencers politics but they truly do not realize the extent to which very rich people and politicians are all in the same club.
A very rich person who has influenced political policy via their money is not an “outsider”. Trump was never an outsider. He just saw ways to further enrich himself using political office; he was always part of the game before that.

You can be extremely rich and be an outsider.
If he was an insider, he wouldn't be under attack 24/7.
