Doesn't sound like a reboot. There will be a server cap at 1200 players on at one time, and a queue like DBG does during a new server launch. And like DBG's TLP server launches, I wager the players are not going to log their characters out of the game due to the cap.

If Quarm was not ready for the Luclin expansion to open, it may be down for a while. Who really knows. You might check their Discord channel for updates.

From Google AI

No, Project Quarm was not shut down. It was allowed to continue operating, but with significant changes to its custom features and mechanics due to an agreement with Daybreak Games. Project Quarm will now focus on a more classic EverQuest experience, removing custom content and unique mechanics. The server is also undergoing a transition to the Luclin expansion and will have a player cap of 1200 players, with an offline bazaar trading feature.
Not really sure why you'd include the bottom, as that feature hallucinates everything it pops out. Anyone who actually plays that server could have answered these questions without speculating. So here goes-

PQ was turned off immediately voluntarily by the staff when the THJ lawsuit hit. Funny enough, THJ never stopped operating and is blatantly taking money from the community, and making the case against them worse and worse as time goes on. After about 3 weeks of being offline, Secrets announced that she had talked to DBG and been given permission to operate fully legally and without interruption if she rolled back the custom content and put a 1200 player cap on the server with a queue system.

Since Luclin wasn't supposed to launch until 9 months after Velious (which opened in April) they are disabling all raid mobs in Luclin, but opening the zones PURELY BECAUSE it will allow them to keep Beastlords in the game without violating the agreement, which released early.

PQ turns back on August 1st, with AA's enabled and Luclin zones open, but no raid mobs spawning. Players who had illegal race/class combos will be forced to select a new race.
