But even in classic times (2000) there was EQParse ... so I think it's safe to say that while such programs have gotten a lot better since, at their core log parsing programs are clearly classic (ie. not cheating).
There was evidence of Game Genie existing in era as well, that doesn't make it a part of the gameplay as developers designed it, or something that was condoned or endorsed by the IP creater/holder.

In fact I would argue that all cheats created over time were created using existing attributes of the games as they were released. Nobody was recreating the same exact game, modifying it in the way that cheats modified it, and releasing it as their own product.
