Dungeons have the highest ZEM but, I mean it depends. If you have the zone mostly to yourself, you know how to solo in it, and you can consistently be pulling, then definitely.
But, typically speaking, dungeons have a much slower respawn timer, and in many cases I find that killing a mob that gives ~50% more xp or something, but is on a 22 minute spawn timer, in the long run doesn't give as much XP because in those 22 minutes I could've killed like 4 mobs outside for basically 300% more xp you know?
Granted, this was on my SSF warrior, it was simply faster to bind wound up to 50% and fight very low blue / green mobs in beserk range for quad crits and just kinda chainsaw through them. If you're doing something better at soloing you can definitely do more dungeon stuff.

Fair points but if you're not doing unrest/mistmore/COM/KC you usually have the whole place to yourself. Find a place that seems doable, set a respawn timer, see how much you can clear then return to safe spot and get ready for repops. But yeah mob difficulty/density sometimes just isn't worth it without a partner/group. Some outdoor zones will have 85% zem while indoor will go to 150% so it is like you'd get a free kill every 2 mobs but zones like the karanas have reportedly 133% zem so you're not that much behind. If you're doing gnolls in SK you might as well try to solo inside splitpaw since it is 170% though. If splitting them is too mana/hp extensive you might as well stay outside with the singles.
There's just too many variables for a clear cut rule. I personally like efficiency but I also like to discover races/starting zones and areas I've never played before so each toon I try to mix it up and use a different path when possible.
