Christmas event bottleneck

I am happy that there is an event for decent items, but did you have to make the TOFS 3rd floor one so bad? First, there are only 7 spawns on that floor who can drop a page and it is like a 10% chance. 40 people for 7 spawns is creating a huge bottleneck...
