Rogue piercing skill?

The wiki mentions this, and I vaguely recall it, but aren't rogue's supposed to be able to attain a higher piercing skill than other characters while leveling? I thought it was something like 7 skill rating per level instead of 5 like everyone else.

Does this kick in at a certain level, did I misunderstand this, or does this just not work? My piercing skill is exactly what its supposed to be (5 + (5*level)).
