There are more than 15 people. People log on to raid. Anyone who has friends (I know you're unfamiliar with this concept) can also bring them to the server and have a much nicer experience than the endgame situation on the other servers.

People can go onto Red themselves and see how dead it is. That is why the player count is always low. People can just look at the player count on the server, they don't need to take our word for it.
