If you're going to send in the dog then let the dog do what it was trained to do. It did. Hell, it even worked -- the guy dropped his sandal. Up to this point they had a win on their hands. Sadly, some pants-pisser couldn't control himself and opened fire and killed the only competent one on the scene -- the dog.
Listen to them talk after the shooting -- they know damn well they fucked up. I have no pity for police who are incompetent. If they don't have the balls to be professional and do the job right then they shouldn't have joined the force. I expect criminals to be dumb-asses. I expect the police to be better and given the settlement it appears the courts expect them to be better as well.
