Is it being claimed that Rogean has the authority to dissolve obligations by right of his status, or is the claim simply that he revealed information that displayed fraud within the bet, but not that he himself has acted in a decision making capacity?

i have no idea. rogean got involved with a bet of QF/Mortiiss which had nothing to do with alarti's bets anyways. Alarti is just a POS that makes bets then doesn't pay when the time is come to admit he lost.
