Currently usable in the Ruins of Old Paineel (the Hole). Manastones were never able to be used past anything that wasn't part of classic EQ (The Hole, revamped CT, etc).
Here's some forum proof but from 2005. Does anybody else remember this?

Only works in old-world pre-kunark zones. Any old-world revamped zone before mistmoore/paw
the manastone was DISABLED (like the hole and CT). No Kunark, no velious. Until mistmoore and splitpaw there were no places to use this beyond lv 54 or so. Best your could do was zone to a "legal" zone, stone up, and zone back. Best used for powerleveling and LDoN wipe recovery.
Recently PoK was changed to allow it too (since no mobs there). Manastone can help out in tradeskills for chanters if you need to use mana vial or cultural brick spells, etc. "

Manastone should not be usable in any zone besides Classic
