While you're correct that the spawn on this server does not work like it does on live. Believe it or not its actually harder to get raster on this server.
On live if you did raster right you got 3 spawn chances per 72 minutes. Also due to the PH depopping and repopping you could actually be at another camp EXPing and then he pops up on track and you go kill him.
Here he is a 28 minute timer. 28 x 3 = 84 minutes.
72 minutes on live = 3 chances
84 minutes on p99 = 3 chances

This is correct... tried the despawn method and didnt work.. came here to find out if this server had it implemented or not.
Without the despawn at 8AM game time it makes camping the Raster about 16% harder / longer.
