Keep variance, remove non classic trains = Contested VP, races, no-no life train war and no poopsock.

But, it's never gonna happen simply because TMO would make it hell, and basically other guilds would have to submit quite a big amount of frapses of TMO training for suspensions to happen to have the new rules enforced...And GMs either don't care, or have something else to do [You must be logged in to view images.
