So I've came to this point in my epic quest. Anyone know a respawn time on him/her? Wiki said 8 hours (real time) but I heard up to a week.

8 hours. He's down much of the time from people selling MQ's.

Well hopefully this won't eat up too much of my time. Is it "up to" 8 hours or 8 hours on the dot?

When I camped him, I just stayed logged on with /log on. If he was up when I came back to check, great! If not I just checked my logs for Eldrith so see when he popped and was despawned and then added 8 hours (which is what I ended up having to do).
