Yes, people being giant asshats is a problem, yes things need to be fixed, however when the staff constantly says the things you are saying, don't you think the new players look at your posts as well and say, wow fuck that server, gm's doing shit to make people leave and they don't even care.

Would just be nice to get a response and acceptance that the GM's need to change also without the usual super defensive "i can do what i want" response, which I have gotten any time I've created a reasonable response.

At this point I don't think its even about the exp nerf anymore. People are pretty much over that, most people just want a freakin announcement on the future of the server. Not just "changes are coming soon! have faith!". Yeah that worked for the first few weeks, now its almost April and still the same response over and over, Yeah I bet the GMs are pissed about us asking over and over, but you know what? Theres a pretty simple solution to these questions..

I'm sure at this point they are just making sure they can deliver on whatever they promise. I would guess some amount of coding is involved, and it would be even more damaging to say "we're doing this" than have to retract it in a week or two because its too time intensive or they can't figure out how to put it in.
