Being an Iksar; I feel FoB is the best starting area and with Kurns always having others in there grouping or soloing it adds to it. Idk if it was mentioned here or another thread about avoiding the Burynai creatures <-- but it may be best to avoid them since they can gang up and Harm Touch, DoT, Lifetap, etc... add that with some skeletons you & Jibekn may be running for zone.
You can lvl up to lower 20s in the deep basement ((again if you do not torch your burynai faction)) you can walk right passed them & kill skels, loot bone chips.
P.s. == be careful as some skeletons are on burynai faction -- so 'con' everything!
