I understand that it is a huge dick move to roll up on a corpse you didn't kill and loot it. Its your fault for not looting what you wanted off of it after you killed it.
original game devs were too much into RPG realism - they figured - anyone could steal your staff if left on a ground long enough. And at the same time they made it punishable like RL theft [You must be logged in to view images. Log in or Register.]
Another more reasonable answer could be that since they didn't had Raid system until time of PoP, they had to make looting available for other members of a raid that were not in a kill group.

The people who invented the first space ships were brilliant. That doesn't mean anybody should actually want to use them 200 years later. Ideas are limited by means of execution. Everquest has amazing ideas that need to be completely reworked in their execution, in order for classic Everquest as it was envisioned to actually exist and continue to be relevant as things have evolved.
