there is an erudite lady in a building near the WC zoneline in EC that sells batwings. She would not sell them to me as an ogre, though. I had to switch to dark elf form, and then she was apprehensive.

Back on live, I remember an ogre in Oggok selling bat wings. Think he sells scales too

I believe they used to, and were taken out because it wasn't classic.

There are merchants selling batwings in Freeport's and Erudin's caster guilds.
So maybe there's also on in the Neriak's caster guild.
