I live in a desert (i have large sand dunes 5 miles from my home), it snows here, and it even sticks, at least once a year. Its not all that rare. Never seen a dummy in a desert, nor zombies.

Firebolts shooting out of my hands are totally real though.

I didn't buy velious for years on live because "a whole continent of everfrost/permafrost, how boring would that be?!"

I'm pretty sure even after I purchased it the only things I did in Velious was go to velks or use Plane of Mischief as a springboard to Western Wastes and kill roaming dragons for lolz.

I'm looking forward in to actually trying out the content this time around (after all everfrost and permafrost are actually pretty fun zones!)

Snow in a desert makes slightly more sense than rain in a desert (and it routinely rains in Ro for days on end). Deserts are not necessarily hot, just dry.

Yes, it does snow and rain in deserts. Not every desert is the same, and Antartica is a desert btw.
