recharging was removed because root nets were landing (the real issue was resist code not recharging) - please undo this nerf, resist code is no longer a major issue, and offensive clickies don't work on player characters

all offensive clickies can no longer be casted on PC's

exp loss was removed from PvP

Loot n Scoot and Play Nice Policy was implemented

Group exp bonus was added
