Spell and Item Interruption: Ducking will now interrupt a spell instantly. You will no longer be able to sit while using items or casting spells. This will not affect bard songs, which will still work as they always have, but will affect all items, even those with song-like effects.

I believe the devs have decided to not implement it because it will be removed shortly anyways. Red can likely expect ducking interrupts in 5 months.

They decided not to implement it for possibly illogical or illicit reasons known only to the staff, since they have known about this un-classic feature since at least the release of R99.

i find it hilarious that changes happen and things are removed from game that quite simply made gameplay more enjoyable in the name of it not being classic, like its some kind of mortal sin to use anything but classic content, but then the GM's tell us that they are gonna do custom content after velious.
