Depends on how your petition quest goes. IMO I think anytime there's a dispute players should be tried just like an American Criminal trial and GMs could just randomly summon players out of the world into a jury pool waiting room and you could have in game players be real in game lawyers and pick players based on their personal biases and try to find out who is right and who is wrong.

Archeage had player courts and jail soccer. So much wasted potential in that game.

I loved ashrons calls Allegiance was an awesome way to positively reinforce good players by allowing them to have vassals and rewarding players instead of punishing them.
