often times Windows requests the same IP based on your MAC address and it will attempt to try to get the old IP back. The provider does not have to give you the same IP, or releases your IP after a day (as you said). That does not change the fact that there is a Windows request to obtain the same IP again. quick search of tech forums will confirm this is the case. im sure the government pushed on them.

guaranteed way to get an IP in less than 20 minutes? Flip your MAC address and whatever other addy to 0.0.0.0.0 whatever you want in DOS, then release the IP in DOS. I dont see any reason to unplug. all commands.

This info is assuming you are directly plugged into the wall with no router, and no network setup. swapping MAC numbers will cause windows to not be able to request the same IP since the Provider doesn't recognize that MAC its forced to treat you as a new user.

changing MACs also has a lot of benefit on P99 as they log MACs as far as i know through the Anti-boxing (anti-cheat) .dll and it can be used to help identify people
