Only if you're less than 255, which is fairly easy to achieve in raid gear.

This is just not true. Erudite is tied with High Elf for the lowest DEX of all Enchanter races. If this was really your concern, you would roll a Gnome. Furthermore, I question how beneficial this is going to be to begin with.

10 Charisma for a racial which is laughable

It's more substantial than anything you listed. You also lose 15 AGI, which is probably going to be worse than anything you listed except for maybe the tiny amount of MR. But you can make up for that by wearing more resist gear since your CHA is easier to max.

Is this what you get for playing red? Do uncontested raid bosses make you forget how your class works?
