Weapons Delivery

I hate to necro a post but I also tried to do the weapons delivery quest a few months back. What I found was that the questgiver was hardcoded to indifferent faction. He was not affected by Cinda's Carillon, suggesting that somehow he is not correctly connected to SteelWarriors, the faction he should be on.

Since this quest requires one to be amiable faction, this makes it presently impossible to complete the quest. If you hail the questgiver and follow the dialogue, the dialogue for the quest is there but he will give an insufficient faction message if you ask about this quest.
