Two great servers that rotate mobs:

https://www.takproject.net/ (if you dont wanna pay)
https://www.everquest.com/register (if you want to pay some cash to have funsies!)

Go there if you want to rotate things server-wide. Leave us alone with our classic everquest without enforced rotations.
