Once you get Root, root/rotting becomes an option. It's not fantastic, but it can get you to 24 just fine, when you get canni/regen. As a barbarian I had access to WK which was way better than your options as a troll, but mid-teens I went to Lavastorm as there's great, safe soloing there at the Najena entrance. As a troll you'd have access to a close bank in Neriak, too. So I'd recommend that once you push through these tough levels. Sro/Oasis probably gonna be your friend till then.
