I'm having a hard time finding if the zombie in the Qeynos Aqueducts was actually named "Drosco" on live like it is on p99. It seems that it might have just been "a zombie" that had a chance to drop the quest items. Seems many people just referred to him as Drosco the zombie or Drosco because the quest never really mentions that he's a zombie until you find out. P99s spawn mechanics for it seem correct.

Drosco's part should be functioning properly. His name was originally drosco but was changed a zombie later.
FWIW I did discover you can still get a trigger by manually typing a hail message with his name.
